I should say 'was' most definitely for Japanese steel. Nowadays with access to better iron it's imo the best in the world

Japanese steel is only folded so many times because the iron isn't very good quality

Whereas in Europe there was really good quality iron so they didn't develop the same technique because it wasn't necessary
