It really just kinda feels like the writers accidentally wrote up a super evil crime syndicate and then turned around and went "Oops, we made these guys too evil! We want people to like these guys! Quick, find some half-assed justification for their evil and illegal actions!"

The entire side story would have been resolved way more gracefully if the twist the whole time was that the rust syndicate replaces interest on loans with acts of community service, and that was what was in the fine print.

"The scummy loan sharks that use predatory interest schemes to force people into indentured servitude are actually not evil because they make their indentured servants do community service" is a real plot point in Pokemon Legends ZA and one of the most insane side stories in Pokemon history

I MANAGED TO BREAK MY LEASE
