It might be a Power agent. They turn up at settlements controlled by one of the powers, and often scan other npcs there. If it's coming up green, it could be the power you're pledged to. They're really annoying when you want to go wipe out an anarchy settlement

IKR! I remember hating it because I wanted it be at least halfway decent and it couldn't even manage that. Now I'm almost thinking of replacing my shotgun. Same mods, but just objectively better. I first noticed when high cz npcs started killing me with it.
