Russ Vought's argument that, since the Fed lost money last year, CFPB can't get funded from the Fed's "combined earnings" has long been endorsed by anti-government cranks. Now the cranks are in the White House.
But there's a problem: the shutdown prevents Vought from firing CFPB workers.
