In Western countries like France, protests are taken seriously. There, people unite, take to the streets and often force changes to which politicians have to respond.

Why? Because we have got used to the idea that if nothing changes, at least we have someone to swear at over a beer. Learned helplessness? That sounds too sophisticated. It's more like a national tradition that we've learned over the years.
