Retired Fed Auditor here. You are all correct. I've audited many Exec Branch agencies, and you just don't wave a wand and you get your audit results. On bigger audits, It takes ~40 on the core team and another 15-20 in minor roles to complete it. It takes ~7months. These guys aren't auditing shit.
