Probably true in commercial/mixed use districts. This may be a case of overcorrection from planners, who have long lamented residential-only districts that forbid retail. Allowing retail should be good enough to not need to require it.

We reached our sprawl limit sometime around ~2000, and further sprawl isn’t really limited by regulations, it’s limited by lack of demand to live on the periphery. But reaching that limit is what drove the affordability crisis.

Sprawl is essentially what you get under status quo regulations. It’s terribly unsustainable, but temporarily, at least, it’s one way to address affordability. But I think you can see in L.A. that there’s a limit to sprawl before it isn’t even a viable way to keep things affordable anymore.
