Streamlining the system, and including students in "general" concession fares will help decrease confusion, and allow more people to pay their way.

We are the only state that has two different systems, for domestic and international tertiary students - the latter of which only allows for 90 / 180 / 365-day passes.
The best way to ensure revenue comes in to keep the network running, is to ensure that all passengers can easily pay, especially for concession card holders.

The reason for this is simple: fares are far too expensive.
Students may have to choose whether to eat, or to regularly pay their fares, especially with fares as high as $5.50 for a one-way trip.
