Streamlining the system, and including students in "general" concession fares will help decrease confusion, and allow more people to pay their way.

Victorian students currently have the least favourable tertiary student concession system, relative to other states.

We are the only state that has two different systems, for domestic and international tertiary students - the latter of which only allows for 90 / 180 / 365-day passes.
