I think what most people's cognitive error on this is thinking they base needs to change to suit things, or that they have to alter their plans to suit the base.
That's really only something designers have to worry about. And even then only if they care about remaining modular / base-balanced.

...I kept getting distracted with work and this probably meandered away from my original idea lol.

...that many encounters won't (battlefield control, hazardous terrain, and barrier busting).
I love designing stuff like this, it lets me show off the overlooked, but still interesting aspects of a system I love while providing a threat that isn't just a sack of hit points and damage.
Anyway...
...to cheese him. Even exploiting his size (huge) is only a chance at protection, as he has an ability that lets him charge through barriers, potentially breaking through even solid constructions with a good roll.
Its designed to be a boss monster and has a well rounded kit, touches on things...
...a threat in itself. But well-prepared groups can abuse its weakness to water and mitigate the worst of its abilities while dealing extra damage. its also a boss that isn't as damaging at range, but isn't without a decent ranged option, so just staying at a distance isn't enough in itself...

...that deals a bit of fire damage, not a lot of fire damage (for his level), but potentially around quite a large area, wiping out all the fuel, but damaging a a good number of enemies.
This is a creature that wants to be IN fire and spreading more of it during combat, making approaching them...
...in less overt ways he has battlefield control. He can create a burst of oil, 10-feet across as an action, it has a very low DC for the level, but acts like the grease spell... unless fire hits it. then it and all other spaces of fuel within 10 feet detonate in a conflagration...

...am very fond of, and that is hazardous terrain, spaces that deal chip damage to creatures moving through them. It's counterable, you can interact with the spaces or wet them to put out the fire, but he can make more flaming ground once each round whenever he takes fire damage.
Additionally...
Definitely a boss with a lot going on really fast, his flames might not individually deal that much damage, but he's able to turn the very arena against the party, set you on fire, and make you avoid his slippy fuel if you're burning (otherwise it explodes).
