I get that. I also imagine a lot of them wanted to give the military the 3.8% raise included in the budget, among other things, because bills are always extremely complex with lots of pieces good and bad. And no matter how you vote someone will use a piece as a hit against you next election

My other idea is setting a cap on the players per team allowed in the box, and making everyone else stand outside (a la penalty kicks) until the ball is touched.
Hoping the distance from the 6-yd box makes it easier/less important to enforce encroachment. Not a big deal if a toe is over the line

A mid to low level soldier/officer canβt make that determination individually. At best only the very top generals (who know the full scope of the plans) could refuse.
The real reason is that soldiers are taught bright red lines they arenβt allowed to cross, such as killing civilians. And thereβs a long, international history around defining who is and isnβt a civilian.
