While the fact that the Holodomor doesn't meet the legal definition of genocide doesn't make the suffering of the victims less horrid, it is important to avoid spreading misinformation, especially on the topic of genocide. To do so only muddies the waters.

Now does this mean everyone who believed the Holodomor was an intentional genocide is a Nazi? No. It does seem to originate as a Nazi conspiracy theory to serve as propaganda for WWII however.

I would not take any of his work on the famine itself seriously. What is interesting however is his work into the origins of the genocide accusations. In, "Fraud, Famine, Fascism"[8] he writes:

Tottle wrote his book before the Soviet archives were opened, meaning that like most other work written before then, it is now obsolete. He was also given special access to the Soviet archives, and can by no means be considered an unbiased source.

The origins of the famine-as-genocide theory are more controversial. They seem to have originated as a Nazi propaganda campaign against the Soviets. I am citing Tottle here, but I would like to caution against blindly trusting his work.

So where do all these genocide claims come from? Why have many Western countries passed laws recognizing the Holodomor as a genocide? The laws are easy to address: they're politically motivated. Politicians don't decide what is and isn't genocide, historians do.

To prove this they cite “The Affirmative Action Empire : Nations and Nationalism in the Soviet Union” by Terry Martin, a book attempting to prove that affirmative action originated from the Bolsheviks. This book does not mention the “secret decree” in question.

Another common misconception is that the Soviets entirely sealed off the Ukrainian border. This idea has been popularized by Wikipedia, where they claim “Joseph Stalin signed the January 1933 secret decree named ‘Preventing the Mass Exodus of Peasants who are Starving.’” [7]

There were also terror attacks by some of the wealthier peasants resisting collectivization. They poisoned animals and burned crops. This certainly did not help the situation[6].

The weather was also a major factor. While some will attempt to blame the entirety of the famine on bad weather, I find this intellectually dishonest. It is undeniable however that even if the Soviets weren't involved, there would have been some famine regardless.
