I guess my question was draining the water more or less work than moving an entire hospital to a rust bucket. To me it seems like a no brainer to drain the basement of a new building over moving to an older building.

Look idk what the city can do but I find it hard to believe a fossil like the theater was the best option. A flooded basement sounds less dangerous than a building collapse.
