Couple points to make it better or worse:

1. ~30% is the *maximum* approving. There's probably a chunk with no opinion which will reduce both the approval and disapproval numbers identically.

2. Doubtful that the polled population is 50/50 Rep/Dem. Probably closer to 30/30/40 Rep/Dem/Ind.
