No, it's just one has to be vigilant. If you have an IRS law that cash transfers of $10,000 and up have to be reported then if there are a bunch of $9900 transfers then maybe amend the rule to $10,000 and up WITHIN A PERIOD OF TIME triggers the report.

Crack downs on mergers have lead to the "acqu-hire" where companies hire the employees they think have the skills they want and leave the rest of company and staff alone. Employees who had stock in the company don't get the benefit of the big payday. But they get their freedom. Yay ...?!

The catch is trains require tracks which require land and acquiring land, which is slow & $$$. AVs can use existing roads and go right to your door--which trains can't.

If anything AVs follow the traffic laws TOO closely. At least that is a common complaint by passengers and other drivers. AV convoys would be the last ones relative to human drivers to blow through stop signs--even in empty intersections where plenty of human drivers don't even brake.

Ideally, self balancing AV Segways could link public transit to destinations. They are tiny, like 2 people side by side.

More AVs on the road? More you can fit and the faster they can go. With sufficient AVs you can sync up to form closely packed convoys, avoid the random stop & go traffic of human drivers. You can even sync AVs to cross intersections sans traffic signs.

Yes, you are right--when designing a city.
The catch? Cities already exist. Adding transit or non car travel is expensive and takes time.
AVs can be simply added to (most) existing roads. Also, AVs increase mobility for the infirmed. Not everyone can do the extended exercise required of noncars.

A whopping 6 percent increase? In return for increased lives saved, increased mobility for the elderly, infirmed and children, not to mention increased safety as AVs could be sent to gas stations for fill-ups and maintainence while you're at work without delaying your schedule.
For 6% more traffic.
