' highlight how peculiar the term
'social care' is to the UK context, how poorly defined it is by UK public bodies, and how the way the concept actually operates has drifted from the motivations underpinning its historical development. I maintain, nevertheless, that there are good, expressly political reasons for employing this concept over nearby alternatives used in other jurisdictions. With these purposes in mind, I then offer a reformulation of the concept that can better advance them'
