How a city spends it's money (ie. too much on cops) is another battle, but that doesn't mean parking in Americas most expensive and productive cities should be free.

Public space should be returned to the public. people are living in cars it's because the city has not made it affordable from them by building more homes and transit. Depriving the city of revenue by giving away valuable real estate for free car storage exacerbates the problem.
