Fun little landmine I stepped on in my hobby engine: using the DirectX preview Agility SDK requires Developer Mode (reasonable) - but if you don't have Dev Mode enabled, it fails to load D3DCore.dll, which somehow interferes with Vulkan swapchain creation. Weird.
