An applicant that reflects on the feedback and makes substantive changes as a result would have a new proposal and not a resubmission. What you are left with is corporate memory which lives with people not necessarily still employed by UKRI

You'd have to put a limit on number of times, or else you could argue that the proposal wouldn't be timely.
