It’s not remotely impossible. Every business that advertises is obliged to comply with the ASA. Use the ASA to start taking legal action against these scam
Companies and oblige big tech to register who the advertisers are and they will reduce in numbers hugely.

The same should be true for politicians. Would you bring in a law to make it a criminal offence for someone in public office to deliberately lie or mislead the general public? The ASA polices something similar for commercial operations.
