Because not all crimes against LGBT are tried as hate crimes, and not all ones that ARE tried as hate crimes result in convictions for being hate crimes. The numbers I gave are CONVICTIONS of hate crimes, which is found in federal courts. But you don't understand what any of that means I'm sure.
