The Court:
β confirmed Article 8 applies before harm occurs;
β required EIAs to include scope 3 (combustion) emissions;
β upheld Norwayβs staged system (EIA at PDO stage) β no violation.
In short: #KlimaSeniorinnen defined the duty to act.
