Nintendo mostly just supervises the company. Also, I think Koei Tecmo worked on this and Pokemon Company was the publisher.

The Gardiner, primarily the elevated portion in downtown Toronto was built near and on old railroad beds and many were later filled in. And Toronto still maintains it because its way more cheaper than ripping it down.
