Flowey in the first frame looking apologetic but smiling a little too wide, saying, "Isn't this better than being a Royal Guard?" Next frame has Papyrus looking to the side. "W-WELL.. THIS JOB IS KIND OF HARD.. IT WASN'T WHAT.. I EXPECTED."

Papyrus looking at Flowey. "BUT, I'M GLAD YOU DIDN'T GO ON VACATION WITH EVERYONE ELSE, FLOWEY!" Flowey has his head down and chuckles, "If I didn't know any better..." He lifts his head with a cheeky grin. "That almost sounded like a threat-"

Flowey is only joking that it sounded like a threat, he was trying out every option to get something fun.
