I don't use the Bluesky API, but I think it would be something along the lines of reading a header like "X-RateLimit-something" that tells you how many requests you have remaining in the next N seconds/minutes. You would have to refer to the Bluesky docs.

Here's an actual attempt at an answer. The short answer is, it shouldn't because it only affected a small portion of the API.
The longer answer is, a rate limit is when an API says you can't do something more than N times per X. The good thing is that they are also returning what the limit is now.
