That actually happens. Usually but not always a less-capitalized fledgling automaker licenses an engine that a major is through with. Ex. Yugo (Fiat design), Saab (Triumph), Rover V8 (Buick).

I suspect GM is migrating to the 2-brand volume/luxury strategy like VW/Audi, Toyota/Lexus, etc. with Chevy/Caddy. F1 sponsorship is a marketing investment and Caddy matches the F1 demo better.
