2) Utilize some kind of "express lanes" option on the MD side of the beltway. It doesn't necessarily have to be tolled, just make the exits sparse enough that it caters to I-95's through traffic instead of local commuters.

1) Expand the metro DMV's transit options well enough that locals don't *have* to drive. WMATA/MARC/VRE would benefit from better reach and frequency. Build better TOD around active transit stops.

Doubly true for areas OUTSIDE of the beltway, including areas like Annapolis, Columbia, Fairfax, etc.

It doesn't help that there's no true bypass; 301 *used* to work that way, but there's so much sprawl in PG/Charles that you end up stuck in that vortex.

The way I see it, you'd need a two-pronged approach to actually fix the beltway's traffic:

Mileage Mike's conclusion is something that I've been thinking about for a while. I-95 is arguably the most trafficked freight highway in the US, and mixing that with local DMV traffic is what helps create that disaster.
