Failure to award these grants for upcoming scientific conferences could be devastating for small societies and long-running research conferences (e.g., Gordon) that depend on this funding to support the exchange of ideas, networking, and exposure for junior scientists trying to build their careers.

What about R13 grants in any stage of review? They should all have a mandatory Diversity Plan included. And what about new R13 grants in preparation for the April deadline--should the Diversity Plan be left out, or are new submission guidelines expected?
