Percentiles are smoothened over a 3 year rolling baseline for a given SRG, which is why a didn't dip in priority scores would affect it. At least for a while till it recovers (which is what you see in your graph)

Aren't study section terms typically for 4 years? It could well be that a small group reviewers got recruited around the same time. It's one vote, sure, but hypercritical, loud individuals often sway the vote for unassigned applications too. And all you need is a minor shift down ...

Oh ! some of them didn't even have 1-2 papers published from their labs pre-extension.. I perceive that the extension helped changing no to a yes decision in 1/3rd of the cases..

And we generally saw a concomitant lowering of expectations as well ...

It was very useful for junior faculty during Covid, specially ones working in fields like developmental biology where mechanistic papers take longer to ready.
