It's the so called "rest of the world", non-participating countries' vote gets counted as vote from a single country. And you still get verified through your payment card relating to the location. The cheapest way to do this is still multiple phone numbers to jack up the vote in multiple countries

People bragged about it pretty loudly because it's technically not against the rules. You need to vote via your telephone number, I don't think vpn gets around that
