Vet student, but we do Comm OSCEs along a similar model. They're robotic/scripted encounters already-- there are very specific metrics you need to hit in a limited timeframe--but the solution is to make the test MORE human rather than eliminating the last resemblance it has to a real conversation.

There's a bunch of regulations on species classified as food animals to make sure that people don't end up consuming milk or meat with drug residues. Horses aren't in that group, but the US just ships them to Mexico to get slaughtered there.
