The War Powers Act SPECIFICALLY PROHIBITS military action unless: a/ there is a prior congressional authorization; or b/ it's a response to an attack against the U.S.

For Bruno Mars, my best advice would be that if you don't get the tickets you want at the price you want, wait it out. For a stadium gig, there will always be tickets available.
