This one is a little more inspired by disaster movies/shows like THE CHINA SYNDROME or CHERNOBYL, with the added element of Flash being all, "if I was in Reactor 4 it wouldn't have gone down like that"

In my head, they started out as just another arm of Ming's civil labor force, getting chewed up by horrible working conditions and paid scraps. Over time, they somehow developed into a semi-autonomous entity with significant political power. Which would be some VERY interesting history to dig into.
