On Tues, OMB informed NIH officials *via apportionment footnote* that ~$15b in fed funds would be halted. This unlawful withholding is why we sued OMB to post apportionments online. Without the required transparency, we don’t know how many other agencies received similar footnotes. bit.ly/47dpt22
