The main issue I see is distinguishing between a lie, an honest mistake, and just being wrong about a sincere belief, or planning to do something and then changing course because of a change in circumstances.

What about partnering with grocery stores that do home delivery to pay for x deliveries a week per household? (Doesn't come directly from the household EBT allocation, but still paid with tax money.) That helps with the food desert situation now without having to wait for new infrastructure.

The one small silver lining is that more grocery stores are offering delivery services that charge shelf pricing. It's still an expense, but better than not having that option at all.
