There is no point in getting these outside reports and inquiries if they give them back to NS governments to implement. They just get stacked with people who will not be critical or rock the boat.

Well partially. Defunding (amongst other things)means to divert funding from police to community programs who are better able to do the work. In Halifax they are not diverting funding but continuing to increase funding and expand police reach.
