I know this because I used to do payroll for plenty of Dairy Farms in Central Wisconsin. The only time they get caught is when the stolen SSN victim tries to retire and SSA denies their claim for benefits since the SSN is paying in.

INS won't be the agency that finds all the Illegal Immigrants to deport. It will be the Soc Sec Administration. There are millions that are employed with stolen SSNs, but since they are paying in, the SSA doesn't say anything.
