In case anyone's interested, this is the process I'm using to generate normals for the painterly portfolio project I'm working on. This is in Substance Painter, but you could also do it in Photoshop or 3D Coat
I convert them to tangent space after the fact, but you could also do that in a shader

I storyboarded a fan anime opening for my favorite childhood game, megaman legends /γγγ―γγ³DASH I wanted to animate the whole thing, but thatβs way too much effort. Did it in a way where I can fulfill that childhood dream and move on. Maybe one day I'll form a MAP project out of this!

Top left: bright green - 0, 255, 128
Top centre: lime green- 128, 255, 128
Top right: yellow - 255, 255, 128
Centre left: teal - 0, 128, 128
Centre (unchanged normal): light blue - 128, 128, 255
Centre right: salmon - 255, 128, 255
Bottom left: dark blue - 0, 0, 128
Bottom centre: purple - 128, 0, 128
Bottom right: pink - 255, 0, 128
Additional notes show that a change in angle from bottom to top varies green from 0 to 255. A change in angle from left to right varies red from 0 to 255. Blue varies from 128 to 255 to describe in angle perpendicular to the actual texture through to facing fully upward
I got tired of looking up normals so I made myself a cheatsheet
If you're not already aware, a normal map renders a pixel at a fake angle determined by the colour. E.g. yellow tilts the pixel toward the top right. (79, 102, 179) would be leftwards and slightly down
