تاریخ گواہ ہے کہ جب بھی ریاست مخالف تحریک چلی وہ ناکامی سے دوچار ہوئی کیونکہ ریاست کو طاقت اور زور زبردستی سےاپنے مطالبات منوانے پر مجبور نہیں کیا جاسکتا۔

طوفان گزر جائے، آندھی کا زور کم ہو جائے یا سیلاب اُتر جائے تو فوری ردعمل بچی کھچی چیزوں کو سنبھالنے اور نقصان کو ٹھیک کرنے کا ہوتا ہے۔
