I tend to think what makes masculinity distinct is largely a blend of stoicism and physical ruggedness. The negging probably follows those. Encouraging and making space for authentic in person male interaction is probably the best way to optimize those traits for everyone's benefit.

The typical American voter isn't a struggling renter making minimum wage. It's a middle-aged woman who:

owns her home
likes her healthcare
likes her kid's school
hates crime and local growth

It's not just donors and lobbyists stopping change. Most voters are just ok with their own day-to-day.
