Agreed, but this needs to happen at some stage to maintain revenue. So should be accompanied by an increase in fuel tax which creates the same additional cost for the average ice car. Then bigger ice cars pay an even greater tax increase and other forms of transport are incentivised.

With modern systems it must be possible to introduce a two tier VAT structure with zero rating up to a given level then 20% above that targeting very high users.

According to @carbonbrief.org analysis if you took a hectare of land growing Biofuel for an ICE vehicle and replaced it with solar panels generating electricity for an EV, you could get ~100x as many miles out of the EV as the ICE.

I've seen other studies giving even greater numbers.
