I've noticed British people do this as well. I was watching a British reality cop show, and this British cop was arresting some drunks and she told them (OUTSIDE, mind you) to "get down on the floor." Yeah, it's odd, but we do say things like "forest floor" and "ocean floor."

I think there are unforgivable things people can do, and they shouldn't expect us to act like they did nothing. It's like "if you can't do the time you shouldn't do the crime" only with morals instead of actions. If that makes sense.
