He knew exactly what he was doing.

The report leaked to the LA Times in 2014. Congress only got a redacted summary. The full findings were so damning that the agency that PAID for the investigation spent years trying to keep it secret.

About that report:
In 2013, CBP commissioned an independent investigation into Border Patrol shootings. The findings: agents were deliberately stepping in front of vehicles to create justifications for deadly force.
CBP rejected the recommendations and tried to bury it.

Jonathan Ross stepped in front of Renee Good’s car while filming on his phone, then shot her dead. We have the video.
He worked at Border Patrol 2007-2015 when a leaked report exposed agents doing exactly this to justify shootings.
And he’s positioned himself in front of vehicles twice in 6 months.
