Par suite, la collectivité de Corse n'est, en tout état de cause, pas fondée à soutenir que l'obligation d'utiliser le français dans les travaux et les décisions de l'assemblée délibérante d'une collectivité publique, qui découle directement de l'article 2 de la Constitution, contreviendrait aux autres droits et libertés garantis par celle-ci, qu'il s'agisse du droit à la vie privée, de la liberté d'expression ou du principe de libre-administration des collectivités territoriales. La collectivité requérante ne peut par ailleurs utilement invoquer, à l'appui de sa question prioritaire de constitutionnalité, les dispositions de l'article 75-1 de la Constitution, dès lors que ce dernier article n'institue pas un droit ou une liberté que la Constitution garantit. 8.
