100%. They wanted the big global evil organization but needed to have a new name and notably Blofeld was legally not allowed to exist in the Craig Bond films, or any point after DAF really.

It was a big deal back then. Nerd story time! So one of the writers of Thunderball walked away from a lengthy legal battle with the original Bond producers with the Thunderball movie rights and SPECTRE and Blofeld. That's why he just disappears after Diamonds Are Forever (other than an unnamed gag)
