To reveal the underlying values, just look at the bill. Both Senate and House bills have large, expensive tax breaks for the foreign income of US MNCs, even as the Administration supposedly rails against offshoring, as @whitehouse.senate.gov points out in a new oped.

Wrote the first draft of a paper on April 5, got it accepted yesterday (Economics Bulletin). 66 days from start to finish. Granted, it's not a major piece of work, but for short, policy relevant output, I feel like that's how it should be.
