Investing in fixed-assets (mainly buildings) is a go-to tactic for gov funded initiatives. It's because it moves money around the balance sheet rather than actually investing in people and can be paraded as investment in X sector.

Don't let headlines or global industry analyses impact your vision. As Mike says, these are a distraction and the world loves a good indie game, whatever else is going on
