His "policy" doesn't comply with the Constitution, which gives tariff power to the Congress. If the SCOTUS decides to let him continue, then it is, once again, ignoring the Constitution and affirming his lawbreaking ways.

The economy is his thing only when it's tilted in favor of his businesses or when it results in gratuities from wealthy benefactors or heads of state.

So they're going to send him to heavily Republican locales so he can publicly lie to a crowd of people who already believe all his lies. That's completely on brand, and the gist of how the party operates today.

So it's about getting a show vote instead of a vote to reinstate subsidies. The majority in the country would refer to that as a nothingburger.

He has always seemed to be focused entirely on the benefits his office affords him and enriching his business endeavors.
