submarines are required to rescue crews in distress when it is practical to do so, but due to being submarines it is essentially never practical for them to do so

it’s a naval vessel of a state that’s party to hostilities, that makes it a legal target, and there is no reasonable expectation for submarines to rescue crews from vessels they sink because that’s just not a thing they can do in practical terms
