Hague Convention cases are difficult and sad matters. I sympathize
with Britoโ€™s inability to enter the United States to visit his child. But the
Hague Convention does not permit a court to adjudicate the merits of
custody disputes. See England, 234 F.3d at 271; 22 U.S.C. ยง 9001(b)(4). As
difficult as it is to be separated from a child, A.F.โ€™s relationship with Brito in
Texas is no different than it was after he moved to Spain: all interactions are
virtual. It is not our province to consider his ability to see A.F. She left
Venezuela when she was three. Her entire life as she knows itโ€”including
the last three yearsโ€”is in Texas, and she has grown well-settled.
The majority opinion today fails to provide sufficient deference to the
district court and reshapes Hague Convention jurisprudence by creating a
new emphasis on immigration. It relies on inferential leaps based on limited
evidence to determine that a childโ€”who lives a stable, happy, and enriching
life in Texasโ€”should be uprooted because of various hypothetical
possibilities. This does not comport with our case law, nor does it fit within
the purposes of the Hague Convention. I respectfully dissent.

A brutal 2โ€“1 decision from the 5th Circuit forcing the removal of a young girl to Venezuela even though she has lived in Texas for years and it is the only home she can remember. The dissent verges on incandescence in its fury and despondency. Incredibly bleak.

When relational, iterative engagement is key to building informal public health capacity both within government and among non-state actors, todayโ€™s policyโ€™s payoff well into the future by building up these relationships.

OTOH, this means todayโ€™s cuts will reverberate well into the future.

Our two papers on abortion bans and fertility/infant mortality are now out.

In 14 states w/ abortion bans, fertility increased 1.7% and infant mortality increased 6%.

Key takeaway is that these impacts were disproportionately felt among those w/ greatest structural disadvantages.

Potentially. The university is an economic driver in many less populated states - and the cuts have serious spillover effects. This became clear when WI divested further from UW - the major costs were not to Madison or Milwaukee. The spillover is relevant for reducing social support for this capโ€ฆ
