Hague Convention cases are difficult and sad matters. I sympathize
with Britoโs inability to enter the United States to visit his child. But the
Hague Convention does not permit a court to adjudicate the merits of
custody disputes. See England, 234 F.3d at 271; 22 U.S.C. ยง 9001(b)(4). As
difficult as it is to be separated from a child, A.F.โs relationship with Brito in
Texas is no different than it was after he moved to Spain: all interactions are
virtual. It is not our province to consider his ability to see A.F. She left
Venezuela when she was three. Her entire life as she knows itโincluding
the last three yearsโis in Texas, and she has grown well-settled.
The majority opinion today fails to provide sufficient deference to the
district court and reshapes Hague Convention jurisprudence by creating a
new emphasis on immigration. It relies on inferential leaps based on limited
evidence to determine that a childโwho lives a stable, happy, and enriching
life in Texasโshould be uprooted because of various hypothetical
possibilities. This does not comport with our case law, nor does it fit within
the purposes of the Hague Convention. I respectfully dissent.
A brutal 2โ1 decision from the 5th Circuit forcing the removal of a young girl to Venezuela even though she has lived in Texas for years and it is the only home she can remember. The dissent verges on incandescence in its fury and despondency. Incredibly bleak.

When relational, iterative engagement is key to building informal public health capacity both within government and among non-state actors, todayโs policyโs payoff well into the future by building up these relationships.

Our two papers on abortion bans and fertility/infant mortality are now out.
In 14 states w/ abortion bans, fertility increased 1.7% and infant mortality increased 6%.
Key takeaway is that these impacts were disproportionately felt among those w/ greatest structural disadvantages.
