Deciding to have fluoride or not should be based on good science, not fringe reports.
Fluoride does help with dental health and how it helps the population as a whole.

Requiring security and Library workers to make determination if a public patron is allowed in or not based on sobriety, mental health or homelessness is a dangerous and possibly a human rights violation.
A better solution is out there

Requiring Security or Library personnel to determine if someone is allowed or not into the Library is a dangerous precedent.
They do not have the ability to determine sobriety, mental health or to even discriminate if they appear homeless.
